The purpose of this section is to provide information on
activities related to IDPs & Refugees, undertaken by the United
Nations and its partners.
General
information on the Cluster
Overview:
As a
result of years of suppression, war and deprivation, several
million Iraqis have been uprooted and displaced inside and
outside Iraq as refugees, asylum seekers and rejected asylum
seekers,migrants and internally displaced. While the newly
established Iraqi Ministry of Displacement and Migration bears
the main responsibility for the well-being, protection, return
and reintegration of these displaced, Cluster 8 provides
crucial support to the ministry and the vulnerable populations.
What are the main goals?
On
the longer term, Cluster 8 aims at ensuring that Iraqi
authorities apply international protection principles and
standards to the uprooted populations, including refugees, IDPs
and returnees. Basic assistance and humane treatment to the
displaced should be assured and sustainable return, relocation
and peaceful reintegration into society, aspired to. The complex
nature of displacement- touching on social, political and and
econmic issues- requires a broad range of support and
expertise. The Cluster activities include service delivery,
assistance for the displaced and their host communities and
protection. At the same time it focuses on providing national
authorities with technical assistance and capacity building.
What has been achieved so far?
Ongoing activities include: the provision of emergency
assistance to those Iraqis displaced by recent conflicts, and
basic humanitarian assistance (food, shelter, basic items) to
refugees, returnees and IDPs inside Iraq; facilitation of
voluntary return of Iraqis (from Iran, Saudi Arabia and some
from Lebanon and Jordan); reintegration support (housing, water,
sanitation, education, health, community assistance and income
generating activites) for returning IDP and refugee populations
all over Iraq; basic rehabilitation of schools and water
sources; legal advice centres providing assistance to returnee
and IDP populations; provision of aid to flood victims in
southern Iraq; capacity building and the provision of material,
technical and operational support to the national authorities
and the IPCC; the improvement of information gathering and
establishment of data bases, as well as advocacy vis-a-vis
foreign governments.
What are the main challenges?
The
severe deterioration of the security situation in Iraq limits
the possibility of effectively executing vital humanitarian
projects inside Iraq or ensuring the safe and dignified return
of the refugees and IDPs. Managing humanitarian operations by
remote, with severely constrained local staff and implementing
partners (for security reasons) proves a major challenge, that
needs a careful approach.
The main focus in 2004:
Cluster 8 will assist the Iraqi authorities in developing and
implementing an Iraqi led national policy with a legal and
institutional framework, that will form the basis for the
implementation of harmonised IDP and refugee assistance and
protection programmes. The cluster will work towards building
the capacity of the Ministry of Displacement and Migration with
a view to implementing national policy. It will also provide
technical support for dealing with property claims as well as
nationality issues. Sustainable return and reintegration of the
internally displaced and refugees returning from abroad will be
a key focus, as well as the provision of basic humanitarian
assistance and protection to IDPs not wishing to return to their
original homes and non-Iraqi refugees inside Iraq.
Durable solutions for refugees and IDP populations will continue
to be pursued.
UN Trust Fund Projects:
Two
programmes were partially financed by the UNDG Iraqi Trust Fund:
a project benefiting the return to and reintegration of IDPs in
northern Iraq (UNOPS), worth over $20 million which received
$9.7 million from the UN Trust Fund; and the return to and
reintegration of Iraqi refugees in southern Iraq (UNHCR) which
received $7.2 million from the UN Trrust Fund.
Partners of
the Internally Displaced Persons and Refugees Cluster:
The
Cluster partners are UNHCR, IOM, UNAMI, UNOPS, UN-Habitat, WHO,
UNICEF, WFP, UNDP, OHCHR, FAO, ILO and UNIDO, all with wide
ranging experience in providing assistance, protection and
durable solutions in conflict and transitional situations. The
UN partners work very closely with the Ministry of Displacement
and Migration, the Inter-Ministerial Committee on Displacement
and Migration, the Ministry of Justice, the Ministry of Human
Rights, the Ministry of Housing, the World Bank, CPA, ICRC,
NGOs, CBO, Iraqi Property Claims Commission (IPCC), Iraq
National Human Rights Institution and Local Authorities.
