| EXPANDED HUMANITARIAN
RESPONSE FUND (ERF) FOR IRAQ |

1. OBJECTIVE
The objective is to provide quickly-disbursed funds for
international and national humanitarian implementing
organizations to respond to identified humanitarian
priorities within the context of the Consolidated Appeal
Process (CAP) or any other analysis requested by the
Humanitarian Coordinator (HC), facilitate coordination of
emergency response and to address the funding gap of
specific sectors.
The Expanded Humanitarian Response Fund is meant to respond
to both natural disasters as well as complex conflict
related crises. Funds received by the ERF will be treated as
un-earmarked and will be included in the pooled Fund.
The ERF will support rapid humanitarian response guided by
the humanitarian principles to:
- Save lives or protect threatened livelihood
- Meet critical short term humanitarian needs
- Respond to sudden complex humanitarian emergencies

Areas of intervention (not in priority order) are:
- Water and sanitation
- Health and Nutrition
- Education
- Food and supplementary food
- Shelter including livelihoods recovery, non food items
- Protection and related interventions
It is not intended to respond to reconstruction or other
long-term development needs. However, capacity building of
local partners, needs assessments and awareness raising
campaigns might be considered where functional to the
humanitarian intervention. The response should seek to build
links for longer term mechanisms and programs.
2. PROFILE:
The ERF is chaired by the UN Humanitarian Coordinator (HC)
and administered by OCHA Iraq. The revision of the proposals
is carried out by OCHA, the relevant Sector Outcome Team/s
and the Technical Review Committee (TRC). The current TRC is
composed of two donors representatives, two UN Agencies and
two NGOs.
3. SIZE AND DURATION
The funding range is between USD $25,000 and up to USD
$400,000. The project duration should not exceed nine
months.
